v0.3: Add hardware implementation project next to the simulation

The core, the simulation and the hardware implementation are now
all available on the repository.

The hardware implementation is a coIDE project aimed at running on
a STMicroelectronics STM32L151CC MCU with a Semtech SX1272 LoRa radio
connected to it.

The same code of the LoWAPP core is used in both projects.
