The logic in GetUtreexoExponent is refactored out into a private function and the original functionality is replaced by GetUtreexoSummariesExponent.

CalculateGetUtreexoTTLMsgs returns a constructed getutreexottl message based on the start height, end height, and the version of the accumulator.
The function checks that the given message verifies against the utreexo stump in the binary and accepts the ttl into the map.
