The syslog-ng configuration of Debian is done inside the debian role. This commit moves the Yocto configuration of syslog also in a role. We should think of a way to have a common syslog-configuration, but I will not do it now. I openned an issue for that : #591 Signed-off-by: Erwann Roussy <erwann.roussy@savoirfairelinux.com>

The syslog-ng configuration of Debian is done inside the debian role. This commit moves the Yocto configuration of syslog also in a role. The syslog-ng configuration of Debian and CentOS are done in the Debian (resp. CentOS) role.
The Yocto configuration is done in the network playbook and will soon be moved to a role.
There is no reason to use different syslog-ng configuration tasks, we should use a common playbook (or role) for that.
Same applies to snmp.
