This PR restructures and improves the Makefile and related files to...

  • fix some minor issues with the release process;
  • remove old, irrelevant build targets from the Makefile;
  • add basic commands for testing, code checks and releasing;
  • format the codebase to conform with make verify.

This will need to be backported to release-0.1 in order to make releases from that branch too.
