devices/posix/epiphany [device]: Fixes needed e-hal's pal backend

A hack but now all epiphany-examples passes with
EHAL_TARGET="pal"

Comment out range checking for now.
Add _map_raw implementation to dev_ops.
Use generic epiphany_dev_query instead of device.c specialized one.
Fix missing return statement in dev_map_member()
