Adding a Jupyter notebook explaining how to use opacus is multi-gpu environment.

3 chapters:

  1. Getting started, minimal working example. Enough to start using
  2. Deep dive into distributed DPDataLoader
  3. Deep dive into syncronization: how DPDDP works and what's the role of DPOptimizer
