Some editors take up a command-line command 'open file and go to a paricular line number'. For vim, the command is "vim +100 $[ActiveDoc]", which will jump to line number 100.

Hope pyscripter supports the parameter $[CurrentLineNumber].

Should it be zero or 1-based?

As I know, Vim, EmEditor all are 1-based by default.

Fixed in version control. You can use [$-CurLineNumber] or [$ActiveDoc-CurLineNumber]
