This PR updates the Travis CI tests to run in a docker container that has HTCondor installed. This allows us to have integration tests.

The CI has moved to github actions, which natively supports running in a container, so while this can't be merged as is, the spirit of this PR should be preserved and updated to allow for tests on top of a running htcondor pool.
