That's a PR for this issue. It works for me, however, I did not adjust unit tests.

Unfortunately, without MED support, this cannot be disabled/modified. There are more modifications to be done to the CLI.

I committed some more leftovers from moving fast-start from LLDP-MED into the LLDP core.
Is there anything missing from your point of view?
