@intel/llvm-gatekeepers please merge. The CI failures look like a runner issue (I restarted it), and this patch doesn't touch sycl anyway. |

There is a very slight regression in SubmitKernel In Order with completion:
But it looks like it's simply a case of an optimization being reverted.
