This adds Ruby 3.4 to the list of versions to test against.

I'm running into https://bugs.ruby-lang.org/issues/20997 in my site, and I'd like to see if this test suite also runs into the issue

@JamesChevalier Rails 7.1-8.0 are passing for Ruby 3.4. Strangely, all of the Rails 7.0 tests are failing with a different error (Logger is undefined), which is extra weird because those tests were passing on main as of a month ago. I wonder what's up with that.
