Summary

add models for Member, Group, and MemberGroup
create migrations for new tables and assignments
implement Member and Group controllers with admin-only access
configure URL rules and add assignment endpoints
document REST API in OpenAPI YAML
mention new modules in README
validate group member assignments and expand README details
