Lots of changes to tcl code.
Mainly to handle namespaces more explicitly and to ensure some math functions no longer call directly to the tcl::mathfunc:: library.
All in all, code rewritten to be compliant in Tcl8.6.x and Tcl9.0.1
Bug in image_scale.tcl fixed.
