What is this PR doing?
Using Quill on a smaller monitor or screen can be difficult, as many of the components can start overflowing. This PR makes the Quill UI more responsive so it can be viewed on viewports pretty well from the 600/700px mark upwards. The purpose of the PR is to make the UI easier to navigate and use on a smaller screen. Making it responsive below that (e.g. mobile viewports) was not deemed necessary.
Should be handy when using quill at eth global lisbon.
