Can confirm, I also have this issue.

The size is always fixed no matter what cursor size we use. Windows just scales up small, regular, large versions to same sizes. Small and regular are blurred due to scaling

I have changed the canvas size of the cursor in the *-Small packages. Since I don't have Windows, I have tested some third-party tools, but you can still try these packages and let me know if there is any issue.
