Requested in esmBot#291. Works similarly to the Scott command.
The default behavior now keeps the image's original aspect ratio, and allows for the image to go outside of the speech bubble a little bit. But there is an option to resize the image to fit inside of the speech bubble.

An image command feature requested in #291 . Toggle the optional resize option to fit the selected image completely within the speech bubble.
