Since Travis is slooooow in adopting new versions, and totally ignores any ETA requests, here's an attempt to install PostgreSQL 10 externally, pretty much like we install MySQL 5.7.

I'm not aiming to fix the build and compatibility here, it's just a testing base for someone who volunteers. In that case, feel free to build a working PR on top if this commit/PR.

Current state:

ERRORS!

Tests: 4947, Assertions: 9055, Errors: 4, Skipped: 580, Incomplete: 11.

Just curious: having CI for this project runnning in docker would solve this for any future problems of this type, right?
