Google has deprecated and phased out the use of `__utm` Google Analytics cookies. As discussed in coreruleset#4136, we will not add a new exclusion for the newer Google Analytics cookies until we have received evidence that they are causing false positives for a significant number of users. Closes coreruleset#4134
