Just copied contributor covenant and made a security.md file, with a overall pr template. Not required but its the community standard, whatsoever.
Also a contributing.md should be created as not everyone is a expert, they need to setup their environment with stable rust rustc bootstrap etc clippy fmt. I won't write that as you know more about this project then me.
