We're planning on formally dropping support for Python 2.7 and < 3.6 (#10180), and since Python 2.7 is well past its EOL, now seems a good a time as any to stop running CI against it. Further, now that we've built out the package ecosystem, add Python 3.9 to the CI build matrix so we can catch bugs like #10542.
