…#1527) NOTE: Only affects VP8. Each VP8 RTP packet leaves the worker with its own encoded payload. When multiple Consumers are consuming the same Producer, we were not honouring that data on retransmissions. This change should make mediasoup more resilient on losy networks.

## Details - Let's see if something fails in CI since `@octokit/rest": "^22.0.0` has dropped support for Node 18 and we (mediasoup) support Node 18, but AFAIK it should not affect any CI task since we only use `@octokit/rest` to publish releases to GitHub and we use Node 22 for that (locally).
