While browsing the code, I found that chrome.i18n.getMessage is already in use. But the Chrome internationalization document labels that Chinese language code is either zh_CN for Simplified Chinese and zh_TW for Traditional Chinese.
So I changed the corresponding translated language file name to zh_CN and zh_TW.
After changing those two folder names, #337 is addressed.
