There is no 'latch was written' flag, and OPNA does not have 4 latches.
This fixes SNK Beast Busters startup jingle.

See #65 which this PR resolves.

The fix has already been applied to MAME.
Feel free to merge after the next MAME release (next month), in case you want users to test this change first.
