Expected behaviour:
mvn(d) loads the necessary --add-{exports,opens} from svc/.mvn/jvm.config, even with -f svc/pom.xml.
Actual behaviour:
mvn loads the necessary --add-{exports,opens} from svc/.mvn/jvm.config, even with -f svc/pom.xml.
mvnd does not.
