Resolves: SNO-1445

  • build both version relayers in e2e scripts
  • ensure relayer config works for both relayers (and copy config if necessary)
  • start both relayers in e2e scripts
  • build both relayers in CI
  • test v1 and v2 smoketests
  • check CI smoketests pass
