Summary
Adds option (via Module:Info): to enforce underscores for pagenames on a per wiki basis.
This will allow adjusting pagename handling wiki by wiki.
Eventually once all wikis are switched over we can just remove the option again.
(once we have > 50% of the wikis switched we can also chenge the default to true (by just adjusting Module:Page))
if #5649 gets merged first might need to rebase
might add additional components in the future (with further PRs) if we find more cases where it is reasonable
