This reduces build times for one-time builds (available since 1.4.0).
This functionality was completely removed from 1.5.0.
`./configure` fails if `--enable-postproc-visualizer` is supplied without also passing `--enable-postproc`. Fixes #47050.

The
--with-mem-trackeroption is no longer supported as of libvpx 1.5.0 (the corresponding functionality has been removed) and the--with-visualizeroption was broken.
