What does this PR do?

This PR enable mutualTLS on the CoreAgent IPC server.

Motivation

Enabling mTLS increase the security level of the IPC server.

Describe how you validated your changes

Added a unit-test.

@misteriaud Awesome work. Could enabling mTLS for IPC now affect the soon-to-start work on adding the remote agent registry into the IPC server?

@GustavoCaso the RemoteAgentRegistry migration will benefit of this higher security level on IPC API for sure.

A regression test is an A/B test of target performance in a repeatable rig, where "performance" is measured as "comparison variant minus baseline variant" for an optimization goal (e.g., ingress throughput).   3. Its configuration does not mark it "erratic".
