What does this PR do?

This adds ecs_cluster_name (and potentially cluster_name) as host tag(s) on ECS on EC2 and static tag(s) on ECS Fargate.

Motivation

ECS Installation recommendations

Describe how you validated your changes

  1. Deploy Agent on ECS EC2+Fargate
  2. Observe host tags and static tags in the UI

Should we cache this result or can is change within the lifespan of the Agent ?
The other host tags providers cache their result since we will query them every 30 min.
