Student MLIDs are intertwined with the whole hierarchy of org-chapter-group. Since we want to associate students with organizations only so they can be present in multiple groups, this MLID hierarchy makes no sense.

Student MLIDs need to be much longer than the current 3, and should be unique within their organization only, rather than within their group.
