Reverb time and absorbing panels

The 2008 Orlowski document predicts a reverb time of 1.6 to 1.8 seconds, but also says that there could be panels (curtains) to drop the reverb time if there's amplified music used. I can't find any post-construction evidence that the absorbing panels were ever used. Are they actually there?
