Abstract

Last few decades, opportunities for improvements in IT efficiency and performance through resource centralization and with mobility (service at anywhere and anytime) have increased very rapidly. This efficiency and performance gain can be achieved by providing the service oriented architecture in which shared computing and storage resources over a network in a self-service manner without human intervention. The paper includes the characteristics of mobile platform as a service (MPaaS) and its requirements to justify the necessity of such platforms. It also presents the potentials that it possesses through the case study of project "Mobile Seva" M-Governance initiative in India. Through the Mobile Seva Government Departments are enabled to offer the public services over mobile devices across various mobile-based delivery channels such as Short Message Services (SMS), Voice / Interactive Voice Response System (IVRS), Unstructured Supplementary Service Data (USSD), and mobile applications (m-Apps).
