A bottom-up approach to welfare case management decision support software

Abstract

In an ideal world, welfare case workers should be able to advise their clients without having to trouble themselves with how the recommended actions are carried out. However, many issues interfere with the ideal. The case managers, and we the researchers developing programs for their use, must consider the resources available to the client, and the changing government regulations with which the case managers must comply.
The current research is part of a project to build a database application designed to accommodate the preferences of case managers. The project examines a holistic approach to case management and therefore involves computer scientists, anthropologists and welfare case workers. Once the database has been launched, we will examine how the case managers use software that is not mandated by the state, but instead was created with their input and feedback as an integral part of the design process. A further focus of our study will be to examine how and if the software developed enables the case managers to perform tasks more efficiently and if this model will have a wider applicability in other domains.
