Participation of persons with disabilities in grassroots organizations (OBPPs) through the Community Integration System (SINCO)

Abstract

Trends in government services call for greater insertion of information and communication technologies (ICTs) in their processes, which can bring opportunities for services to be more inclusive, participatory and in turn to establish new relationships between governments and citizens. It is necessary to generate accessible services that identify conditions that may limit or enhance citizen participation since ICTs alone are not sufficient to guarantee the necessary conditions for inclusive and participatory e-government services and e-governance. The use of Information and Communication Technologies (ICTs) for governments is of primary importance in the context of globalization, with electronic governance as a powerful tool. The present research evaluates the conditions of participation of persons with disabilities in Venezuela through the use of ICTs, specifically the Communal Integration System (SINCO). Considering, everyday life conditions of these citizens and the digital divide in order to guarantee access to electronic governance tools, taking SINCO as a reference of disruptive technology in the context of a country with the economic, cultural and social characteristics of a developing country like Venezuela.
