Abstract

Cross border eID interoperability is one of the main goals to meet the pan-European challenge. At the same time appropriate conformance to any requirements of flexibility, legal certainty as the case may be guaranteed future will be stipulated.

The German approach is based on an eGovernment Middleware concept — the eCard-API-Framework — which complies with these requirements with a maximum level of compliance, technical security and usability. On the other hand a European eID card driven concept has to be built on a European wide certificate service infrastructure as well.

All interoperability aspects of European Citizen Card (ECC) applications should be satisfactoribly including national secrecy obligations.
