Oliver (Japanese: オサム Osamu) is a recurring character in Pokémon the Series: Gold and Silver. He lives near Ogi Isle.
In animation
A week prior to meeting Ash and his friends, Oliver encountered and bonded with a baby Lugia, which he nicknamed Silver, after it rescued him and his Lanturn from a sudden storm while the pair were out swimming.
Oliver debuted in The Mystery is History, where he encountered Ash, Ritchie, and their friends while they were searching for a mysterious Pokémon on Ogi Isle. However, they were unaware of Oliver's discovery of Silver. Oliver later tried to protect Silver from Team Rocket, but it was eventually captured.
At Luka's insistence, Oliver remained with on the boat with her in A Parent Trapped!. Meanwhile, Ash and the others went to stop the parent Lugia from being lured in by Team Rocket's latest trap. However, they lost to Butch and Cassidy's Pokémon and were subsequently captured.
In A Promise is a Promise, Oliver infiltrated Team Rocket's underwater base, but was caught by a Team Rocket Grunt. Jessie and James noticed Oliver's struggle and saw an opportunity to advance their own scheme of capturing the Lugia. Oliver joined forces with the Team Rocket trio, unaware of their true identities, and freed Ash and his friends. Oliver was later reunited with Silver, and he, the two Lugia, and the others managed to escape the base before it exploded. Knowing that Silver would be safer with its parent than with him, he bid a tearful goodbye to his friend. He then said goodbye to Ash and his friends as they left the Whirl Islands.
Character
Oliver is a compassionate individual who values friendship, as seen when he was prepared to lie and also jump into action to rescue Silver from harm. Oliver's encounter with Ash and the others allowed him to live out his dream of adventure, as he is a big believer in "superheroes". He also enjoys having fun and swimming.

Lanturn is Oliver's only Pokémon, which he mostly uses to swim with. It first appeared with Oliver trying to cover up the secret of a baby Lugia. Later, when Team Rocket attempted to capture Silver and Oliver, Lanturn and Silver called for help from Ash and his friends. It was later revealed that Silver saved Lanturn and Oliver from drowning once. After helping them, Lanturn was shown to be good friends with Silver. In the next episode, Lanturn and the gang attempted to free Lugia, which failed.
In A Promise is a Promise, Lanturn and Oliver attempted again to get into Team Rocket's underwater base, which they successfully did. Lanturn was last seen saying goodbye to Silver and its parent when they were freed from Team Rocket.

Oliver found Silver after it rescued him from a sudden storm, and the pair became friends. Despite the fact that he never captured it in a Poké Ball, Oliver claimed it as his own.
Team Rocket watched as Silver played Oliver in the water in The Mystery is History. Dr. Namba assigned Butch and Cassidy to capture Silver, and he later used it in order to lure the parent Lugia in. This was part of Namba's plan to attach his invention to Lugia, making it extremely angry and powerful.
By A Promise is a Promise, Ash, his friends, and Ritchie all teamed up to free Silver and its parent. After freeing Silver, Ash and Ritchie tried to convince the parent Lugia that not all humans are bad. Their convincing worked, since Lugia used Safeguard to protect Ash and the others from falling debris.
Oliver later agreed that Silver should leave to be with its parent. Although he was saddened, he knew that it was for the best.
