Margaret Downie
Margaret H. Downie was a judge on the Arizona Court of Appeals, Division One.[1] She was appointed to the court by Democratic Governor Janet Napolitano on September 23, 2008.[2][3] Downie was retained in 2012 for a six-year term that would have expired in 2019.[4] She retired in 2017.[5]
Education
Downie earned her B.A. in radio, TV, and film from the University of Arkansas at Little Rock, graduating magna cum laude in 1981. She earned her J.D. from Georgetown University Law Center in Washington, D.C., graduating magna cum laude in 1984.[3]
Career
From 1997 until her appointment to the Arizona Court of Appeals in 2008, Downie served as a Maricopa County Superior Court judge. Before that she served as a court commissioner, and practiced law with the firm of Jennings, Strouss & Salmon in Phoenix, Arizona. Downie also spent nearly a decade in the discipline department of the State Bar of Arizona, ultimately serving as chief bar counsel.[2][3]

Downie was retained to the Arizona Court of Appeals with 70.06 percent of the vote in the general election on November 6, 2012.[6][4]

Speeding ticket
As a superior court judge in 2006, Downie reversed a Scottsdale trial court’s guilty ruling in a photo enforcement ticket case in which a man was given a citation by a speed-enforcement machine. Downie’s reversal ruling states in part, “Under this system, no one can certify with the slightest degree of accuracy or truthfulness that the person receiving the ticket is the actual driver. There is no human involvement in the certification process whatsoever.” Downie’s ruling caused Scottsdale to change the way its photo-tickets are reviewed.[7]
