Heading into the election, Ballotpedia rated this race as safely Republican. Jodey Arrington (R) defeated Mark Lawson (G) and Troy Bonar (L) in the general election on November 8, 2016. Arrington defeated Glen Robertson in the Republican primary runoff election on May 24, 2016. Robertson and Arrington defeated Greg Garrett, Donald May, DeRenda Warren, Don Parrish, Jason Corley, John Key and Michael Bob Starr in the Republican primary on March 1, 2016, to advance to the runoff election. No Democratic candidates filed to run in the race. Incumbent Randy Neugebauer did not seek re-election.[99][100][101]

Charles Perry (R) defeated Greg Wortham (D), Jodey Arrington (R), E.M. Garza (R), Delwin Jones (R) and Kerry Douglas McKennon (L) in the special election on September 9.[102][103][104]

The seat was vacant following Robert Duncan's (R) resignation on July 3, 2014, to become Chancellor of Texas Tech University.[105]

A special election for the position of Texas State Senate District 28 was called for September 9, 2014. The filing deadline for candidates wishing to run in this election was August 1, 2014.[106]

  • Stop Illegal Immigration and Secure Our Borders: The federal government hasn’t just failed to secure our borders under the Obama Administration, they have actively encouraged more illegal immigration by not enforcing existing laws and enacting unconstitutional policies to prevent deportation and the prosecution of illegal immigrants accused of crimes. The lack of political courage to tackle this issue is shameful for such a great nation.
  • Restore America’s Leadership in the World: Ronald Reagan believed in peace through strength and understood that when America’s military was capable of projecting power, the world was safer. The lack of leadership by Barack Obama has left us with a nuclear ­armed Iran, Vladimir Putin as a legitimate world leader, an expansionist China, and a much­ diminished American military.
  • Ensure That America’s Military Remains the Strongest in the World: It’s time we reinvest in our Armed Forces, empower our military, and send a message to terrorists and terrorist nations – when you endanger our nation, threaten our allies, and kill Americans, there will be no compromise and the consequences will be severe.
  • Uphold the Constitution and Protect Against Federal Over­reach and Abuses of Power: Under the Obama Administration, federal agencies have abused their powers to target citizens for political and religious beliefs, enacted regulations to strangle industries they don’t like, and shackled our citizens to inept and failing government programs that we don’t want and can’t afford.
  • The EPA Seeks to Inflict Control on Our Farmers, Ranchers, and Energy Producers: I’ll fight to rein in the excessive regulations that stifle American agriculture and energy production.

Congress convened a joint session on January 6-7, 2021, to count electoral votes by state and confirm the results of the 2020 presidential election. Arrington voted against certifying the electoral votes from Arizona and Pennsylvania. The House rejected both objections by a vote of 121-303 for Arizona and 138-282 for Pennsylvania.
