David R. Herndon was a federal judge on the United States District Court for the Southern District of Illinois. He joined the court in 1998 after being nominated by President Bill Clinton (D). From 2007 to 2014, Herndon served as the chief judge of the district court. Herndon retired on January 7, 2019.[1]

David Dugan was nominated by President Donald Trump (R) to succeed Herndon on the Southern District of Illinois. Dugan was confirmed in 2020.

Early life and education

A native of Sedalia, Missouri, Herndon graduated from Southern Illinois University-Edwardsville with his bachelor's degree in 1974 and from Southern Illinois University School of Law with his J.D. in 1977.[2]

Herndon was nominated by President Bill Clinton on April 23, 1998, to a seat on the United States District Court for the Southern District of Illinois vacated by William Beatty. The American Bar Association rated Herndon Unanimously Qualified for the nomination. Hearings on Herndon's nomination were held before the Senate Judiciary Committee on July 16, 1998, and his nomination was reported by U.S. Sen. Orrin Hatch (R-Utah) on July 30, 1998. Herndon was confirmed on a voice vote of the U.S. Senate on October 21, 1998, and he received his commission the next day. From 2007 to 2014, Herndon served as the chief judge of the district court.[2][3][4] Herndon retired on January 7, 2019.[1]

David Dugan was nominated by President Donald Trump (R) to succeed Herndon on the Southern District of Illinois. Dugan was confirmed in 2020.

Congressional oath of office

On February 1, 2013, Herndon presided in the swearing in of two United States Representatives, William Enyart and Rodney Davis.[5]
