Standard Offer Service
Standard Offer Service (SOS) is electricity supply service sold by electric utility companies to a customer who does not choose an alternative electricity supplier.
Utility companies purchase SOS electricity from wholesale suppliers according to a competitive bidding process regulated by the Commission. Residential and small commercial SOS bids occur twice a year, and contracts are awarded to the lowest bidders. Large commercial bids are received quarterly on the same bases.

The Maryland Public Service Commission requires your utility company to provide you with information about the current price you pay to your utility for electricity supply so that you can more easily compare that price to offers from retail electricity suppliers. The utility company will provide supply price comparison information, also referred to as the SOS price, for different time periods including summer months, winter months, and a weighted annual average price.
