本稿は、日本が主導的に推進して来た外交政策上のスローガンである「自由で開かれたインド太平洋（FOIP: Free and Open Indo-Pacific）」が「法の支配に基づく自由で開かれた国際秩序」（筆者らはスローガンとしてはこれを「自由で開かれた国際秩序（FOIO: Free and Open International Order）」と呼称すべきと考えている（細部後述））に置き換えられようとしているかに見える現状とその含意などについて解説するものである。
