However, in the guidelines of the Next Generation Medical Infrastructure Act, statistics excludes correspondence with specific individuals, does not fall under "information about individuals", and is not subject to regulation.
3-2 Excerpt from "Anonymous Medical Information" (Article 2, Paragraph 3 of the Law)
"Statistical information" is data obtained by extracting items related to common elements from the information of multiple people and aggregating them into the same classification, and is used to quantitatively grasp the trends or characteristics of a group. Therefore, as long as statistical information is not associated with a specific individual, it does not fall under the category of "information about an individual" under the law, and certified data creators may provide the statistical information they create to third parties.
■ Pseudonymized medical information
Medical information (personal information) is pseudonymized and processed so that a specific individual cannot be identified unless it is compared with other information. It is close to the actual data.
[Pseudonym processing] Deletion of data items (name, insured person number)
■Anonymized medical information
We will process medical information (personal information) in accordance with the five requirements for anonymization stipulated in the Personal Information Protection Act so that specific individuals cannot be identified.
Information that makes it impossible to restore personal information and re-identify a specific individual. It is close to the actual data.
