Operation M1 (M1号作戦 M1-gō Sakusen) is a Decepticon offensive concocted by Devil Z during the Masterforce War to bring Earth under the Decepticons' thrall. It essentially consists of having Overlord and BlackZarak unleash their full powers on the cities and forces of Earth, bringing the governments of Earth to the brink of surrender.

The impetus for Operation M1 was the destruction of Autobot Base in Japan—Devil Z, realizing the lowered morale of the Autobots and the arrival of BlackZarak to Earth, instigated the operation. First, Grand Maximus was trapped in a black hole created by BlackZarak, setting up a trap for the space-capable Ginrai. When BlackZarak arrived on Earth, Devil Z ordered Mega and Giga into action as Overlord. The two powerful Decepticons then attacked: Overlord started in Paris and worked his way eastward, while BlackZarak began in New York City, going west. The point where they would meet was Tokyo, Japan. All of this was done while Ginrai was falling into their trap by searching for Grand Maximus in outer space and being sucked into the black hole.
Along the way, BlackZarak met with resistance from the United States Navy, but his power was far too much and the Transformer destroyed all of the ships off the western coast of the United States. Overlord made a stop at the Great Wall of China to give the governments of the planet an ultimatum to surrender in three hours or Tokyo would be rubble by the time both Decepticons arrived there. Travelling over the Sea of Japan an hour later, Overlord was confronted by Metalhawk, Phoenix, and Diver, but the Pretenders were no match for the Godmaster. BlackZarak arrived at Tokyo, but was greeted by the Autobot Godmasters and Headmaster Juniors. They tried ineffectively to stop BlackZarak as Overlord sneaked behind them and summoned the Seacons to battle the small fry while the two destroyers moved on to the destruction of Tokyo. And destroy many buildings they did.
Once the Seacons were taken care of, the Autobots entered the city to stop the Decepticons and save the people, only to be met by Buster, Hydra, Bullhorn, Cancer, and Wilder. As Overlord and BlackZarak prepared to further destroy the city, they were met with the unbelievable sight of Ginrai and Grand Maximus, who escaped from the black hole. The two Decepticons attempted to use Chōkon Power to attack their rivals, but were fooled into attacking each other. After his two subordinates were blasted by a shot from the Godcannon, Devil Z ordered the operation cancelled, moving onto Operation M2 and ordering a retreat. BlackZarak - Destroyer from Space
