Millions of years ago, the Celestials ruled an expansive galactic empire. The empire eventually descended into barbarianism and chaos. Rising from the ashes of their formerly glorious empire, the Celestials decided to become observers, storing data about the universe in a hidden central library. They recruited beings from across the universe to act as observers. They had only one caveat: do not interfere in the events they observe. Breaking this code meant excommunication from the Celestial collective. Beast Wars Sourcebook
The Celestials charged Artemis and Moon with observing the events transpiring on the planet Gaea for them. When the battle between the forces of Lio Convoy and Galvatron grew to be too dire for Moon to stand by any longer, the robot followed his moral compass and disobeyed his orders, taking an active role in events. Despite Artemis's personal support, the Celestials excommunicated him and he could no longer contact them. Beast Wars Sourcebook #2
Artemis still served as an agent of the Celestials, travelling from planet to planet to observe on their behalf. Beast Wars Sourcebook
