Pieter Theodorus Oosterhoff (30 March 1904, Leeuwarden - 14 March 1978, Leiden) was a Dutch astronomer. He was the co-administrator, along with Jan Oort, of the Leiden Observatory in the Netherlands. His published papers are primarily in regard to variable stars and photometry. He is most noted for his 1939 observation that there appear to be two populations of globular clusters based on the periodicities of their RR Lyrae variable stars. These two populations would come to be known as Oosterhoff groups after him. The asteroid 1738 Oosterhoff is named after him.

Hij werd in 1945 in Leiden aangesteld als gewoon lector sterrenkunde, in 1948 als buitengewoon hoogleraar, en was van 1961 tot 1972 gewoon hoogleraar. Hij was co-administrateur, samen met Jan Oort van de Sterrewacht Leiden in Nederland. Zijn gepubliceerde artikels gaan in hoofdzaak over veranderlijke sterren en fotometrie. Hij is het meestbekend door zijn artikel uit 1939 waarin hij ontdekt dat er twee populaties bolvormige sterrenhopen zijn,gebaseerd op de periodes van hun RR Lyrae veranderlijke sterren. Deze twee populaties worden nu naar hem Oosterhoff groepen genoemd. Tussen 1951 en 1952 was hij assistent secretaris generaal van de Internationale Astronomische Unie, en was secretaris generaal van 1952 tot 1958.
