  3. Besides natural excludability, the value of intellectual capital depends on the novelty and value of the discovery. For example, many discoveries have little or no value--whether monetary or nonmonetary. They are viewed as a dead-ends, of interest only within a few collaborations. The techniques and research program crawl along, diffusing slowly if at all. 9.
