Help me understand the logic of the roads in the desert southwest
I’ve had the opportunity to travel around the southwest a few times and I’ve always been struck by how there’s been miles and miles of lonely but relatively well-maintained tarmac. The roads are not in horrible shape, it looks like there’s been an effort to patch them in places, but the traffic along them is so sparse that it’s been ok to bicycle for hours on them in some areas.
Why do they exist? I’m lost on how any of these roads make any economic sense. [more inside]

We want to rent a car in Las Vegas, and drive it on dirt roads in Arizona and Utah. What is the cheapest company that allows this (or who will be unlikely to notice we've been doing it)?
