Help me understand the logic of the roads in the desert southwest

I’ve had the opportunity to travel around the southwest a few times and I’ve always been struck by how there’s been miles and miles of lonely but relatively well-maintained tarmac. The roads are not in horrible shape, it looks like there’s been an effort to patch them in places, but the traffic along them is so sparse that it’s been ok to bicycle for hours on them in some areas. Why do they exist? I’m lost on how any of these roads make any economic sense. [more inside]

I need information about The Home Cafe, Hawthorne, Nevada. It was a popular Chinese and American food diner that saw some action during the civil rights sit-ins of the 1960s. They used a distinctive china pattern produced by the TEPCo China Co. in El Cerrito, CA. The TEPCo factory closed in 1968. The pattern used at the cafe was called Confucius. Rental cars for unpaved roads, Las Vegas

We want to rent a car in Las Vegas, and drive it on dirt roads in Arizona and Utah. What is the cheapest company that allows this (or who will be unlikely to notice we've been doing it)? Bonus points if they provide reasonably-maintained cars. Also, should we get a "Standard SUV" rather than "Mid-Size"? Do they use GPS tracking, and if so does it just check that we stay in permitted states, or do they also check that we stick to paved roads?
