Is this something we tend to do? My impression was we list most special pages regardless of permissions, to make the workings of the wiki more transparent to users.

As a non check-user, I don't see Special:CheckUser when looking at Special:SpecialPages
In general, any page that is listed in bold is not available to everyone, and thus is not shown to everyone; for the most part only pages the user can use are shown
