Narrative

As a user, I want to see at a glance whether there other license alternatives then the one displayed by MultimediaViewer.

Acceptance Criteria

In the CommonsMetadata API, return information for all licenses.
If there are multiple licenses, sort them and show the best one, with a 'More' link after that:'CC-BY-SA-4.0 | More' (specify sorting - current behavior is based on ordering on page. Should we prefer higher-version licenses? Should we prefer PD?)
