Welcome to the latest edition of ONR News, keeping you updated about our work as the UK’s nuclear regulator for safety, security and safeguards.

Autumn is traditionally an extremely busy time at ONR and this year has proved no exception with our annual conference in October which was attended by almost 140 delegates for open and honest dialogues with industry stakeholders about the challenges and opportunities across the sector.


This followed hot on the heels of our published Chief Nuclear Inspector's Annual Report, scrutinising the performance of Britain’s nuclear industry, and containing within it, a case study to review the design evolution of the European Pressurised Water Reactor (EPR) at Hinkley Point C.


We commissioned this work, along with a fuller 27-page technical report, in light of a wider public debate around the role of regulation in the delivery of Britain’s nuclear ambitions and carried out the review in collaboration with EDF (NNB GenCo).


Our analysis shows that 82 high-level design changes were agreed with ONR when the UK EPR reactor was approved in 2012, leading to meaningful improvements to nuclear safety, although we accept that these led to further downstream modifications.


Elsewhere, two significant Parliamentary and international reports were recently published about ONR's and the UK nuclear industry's performance and progress; it was pleasing to read the Post Implementation Review follow-up conclusions, describing us as 'continuing to develop and mature as an organisation.'


Finally, we were pleased to demonstrate our enabling approach towards bulk cable-cutting decommissioning work at Oldbury power station in Gloucestershire, so a task was completed in two weekends which would have previously taken 12 months.


This two-way collaboration with Nuclear Restoration Services highlighted our willingness to consider new and innovative methods with dutyholders to secure significant efficiencies.

UK joins international workshops reviewing fire protection at nuclear installations

Areas of good performance and recommendations for strengthening fire protection at nuclear installations were identified at international workshops attended by our inspectors.


Representatives of Britain’s nuclear site licensees also attended the workshops, which were held in Luxembourg in September and October and organised by the European Nuclear Safety Regulators Group (ENSREG) as part of their second topical peer review (TPR 2).


The UK’s report concluded that the nuclear installations analysed have appropriate fire safety analysis and fire protection arrangements. We also raised recommendations for industry to take forward, including more systematic analysis of hazard combinations and improved integration of fire safety management across different purposes.


Diego Lisbona, our Head of Profession for Nuclear Internal Hazards and Site Safety, said: “The UK is demonstrating its commitment to openness, transparency, and learning through its continued participation in TPR 2, both from a regulatory and licensee perspective."

ONR and Environment Agency publish joint GDF annual report

We have outlined our regulatory activities during 2023/24 for the development of a geological disposal facility (GDF) to dispose of the UK’s most hazardous radioactive waste.


This year’s ‘Regulatory scrutiny and engagement for geological disposal: annual report 2023 to 2024’, is jointly delivered with the Environment Agency and details the work overseen during the past 12 months with local community partnerships in Cumbria and Lincolnshire.


While construction of a GDF is not expected to start for many years, we are engaging with Nuclear Waste Services (NWS), the organisation responsible for delivering any facility, to provide regulatory advice and ensure that any future applications to develop a GDF takes account of all permitting and licensing requirements.


Paul Dicks, our Director of Regulation for Sellafield, Decommissioning Fuel and Waste, said: "We don't have a regulatory role in selecting potential GDF sites, however we are committed to offering support to communities considering hosting a GDF and are ready to give advice, guidance and explanation about how any future regulation of such a site would work."

Non-executive director vacancy on our Board

The Department for Work and Pensions (DWP) is appointing a non-executive director to our Board.


It is seeking an applicant to help lead our work by operating effectively as a Board Member with particular expertise in human resources including organisation development and business change transformation.


The successful candidate will contribute to the Board’s role in leading us to achieve our vision to be a modern and transparent regulator, delivering trusted outcomes and value.

Annual Report and Accounts for 2023/24 laid in Parliament

Our Annual Report and Accounts for 2023/24 highlights the progress made towards the five ambitions set out in our Corporate Plan.


The report provides a summary of regulatory, organisational and financial performance, as well as governance information. It explains how we regulated effectively across our purposes and the nuclear lifecycle.


Judith Hackitt, our interim Chair, said: “We remain confident that we are an effective regulator and organisation, highlighted by our influence nationally and internationally. This year we have stepped up our commitment to be more efficient across our regulatory and corporate functions, capturing significant productivity improvements."
